On March 7, the National Development and Reform Commission (NDRC) outlined a strategic push for the 15th Five-Year Plan period, targeting critical technological weak links to achieve self-reliance and control in the industrial chain.

The plan mandates a full-chain effort to secure "decisive breakthroughs" in key areas, including:

Industrial machinery and high-end instruments
Basic software and advanced materials
Biomanufacturing
Beyond core tech, the strategy focuses on upgrading traditional industries like specialty steel and high-end equipment, while expanding high-quality consumer goods. It also aims to cultivate emerging industry clusters in next-gen IT, new energy, robotics, and aerospace, and accelerate future industries such as quantum tech, brain-computer interfaces, embodied AI, and 6G.
These initiatives are designed to strengthen domestic circulation and achieve a higher level of balance between supply and demand, supporting industrial upgrading and technological independence.
